I can't believe I'm up early enough to answer a Mystery History!! WWII (1943) Rose Bowl. The sheep were used to keep the grass short until games could begin again.

The local chapter of the 4-H club is invited to bring their sheep to a cud chewing contest held at the Rosebowl. Festus leads the charge.

I'm going to say it's not the Rose Bowl. It's at PCC and the sheep really are cutting the grass.

Sheep are famous for eating grass. In fact if you leave them there too long they will eat it all destroying the pasture. That is why cattlemen hated sheepherders. But I will vote for Havisham's guess.
