This is the awarding of a prize to a famous Pasadena resident.argh. I not good at this game.
It doesn't seem like she should be touching his lapel, does it? And those aren't roses. She's awarding him something, I just don't know what. Perhaps a veteran's award of some sort, or a civic thingy? I think Ben's onto something.
It's definitely an award; is it the honorary marshall of the Rose Parade?

It looks like E. O. Nay (then Mayor of Pasadena) being awarded the 1941 Rose Parade Grand Marshall title, by the Rose Queen Sally Stanton. :}

Well that's a rose queen, and one of the better looking ones - As far as the woman goes, I have no idea who that is.
