Looks like it's the Orange Grove/Colorado Memorial Flagpole, coming down from the traffic circle, as the city is getting ready to build a version of the Colorado Boulevard extension west, and relocate the Flagpole to the N/E corner of Carmelita Park? Looks like a photo-op moment for the Pasadena Star (or was it the Star-News by then?).
The Goodhue Flagpole was dedicated in 1927 but this photo was taken later, when the flagpole was moved to the corner where it stands now. They moved it because in its original location, in the middle of the intersection at Orange Grove and Colorado, it was considered a traffic hazard.
If I'm right about this I don't get to win; it's only a detail based on PA's clue.

Easy one. That's Jeff Goldblum, and Warren Beatty (dressed in cop costume) helping out Julia Child's dad and little brother McWilliamses.
This is when an alien spacecraft accidentally ricocheted off Mr. McWilliamses's DeSoto and had to be gently lifted off Mrs. McWilliams.
It's now on display in the JPL Hall of Oddities: Area 51?, La Canada.
I don't know, but I'm thinking this looks like a case for Dick Tracy.
