It is 1936. Caltech scientist Theodore von Karman (on top of ladder) constructs his first rocket launcher in an area of the Arroyo that would eventually become the Jet Propulsion Lab. It would take three more failed attempts before Von Karman figured out that he needed to point the rocket straight up. Notice the fifth of bourbon sitting on the ground in the lower right of the picture, which historians think may have affected his judgement.

I'm going to hazard a guess and say Victory Park. Installing the playground there. Looks like the 1960's, maybe?
