This is on South Raymond. I would suppose that it is either tearing up the road for a light rail or paving the street. I think it is in front of the Green Hotel.
I would think it's the early stages of laying down Red Car track on Raymond. The digging machine is too ancient looking to be in the "removing track" era, so I'll say they're installing track.
It looks to me like North Raymond Avenue near Union Street. The time in the late 1920s. That is probably an actual steam shovel, but may be gas fueled by then. i think they are removing the rails that went from the train station at the Green Hotel that fed up to the Mt. Lowe Railroad that went up Rubio Canyon.

I agree - road construction along Raymond. But it is north of the Castle green, maybe by the park.
Raymond? And the Red Car line is being removed?
It is Raymond, but the big tower in the background is St. Andrews. I like Jean's idea about the red car line being removed.
The location is easy, thanks to the tower. The rest, I think, is a trick question. I'm going with Ben's answer.
