The wording on the building in the back is helpful. That's the Pasadena Grand Opera (no more in existance). It was purchased & used for various things including a railway. So I'm guessing the bridge is the Mt. Lowe Railway.
Could it be the early bicycle way that was meant to go from the Raymond Hotel to downtown?
Whatever it is, it reminds us of earlier transportation solutions. We could use some creativity and ingenuity in this respect, today.

By the time I get here it seems more like a multiple choice. I'll go with P as in Petrea.
