It's the first annual Limousine Drivers' Tailgate Party, held in the Elks Lodge parking lot in 1981. It was a huge success because everyone was a designated driver.
I'm torn. Either Paul (the talker guy) is right and it's during one of the Super Bowls held at the Rose Bowl (1976 or so?) or the staging area for the limo drivers back in the '80s when the Emmys were held at the Pasadena Civic Auditorium.

I'm guessing it's limos parked near the Rose Bowl during an event waiting for the game or show to be over.
I think Paul (the talker guy) is right. That definitely looks like the lawn parking and with those biffies it has to be an event.
But what event? So many limos! Had to be big rock star or political thing.
