I think it is related to the citrus industry. I think the horse are clearing rubble so that they can begin plowing and planting citrus trees over by Orange grove boulevard.
I'm not old enuf to have been around, so I can only come up with an uneducated guess: clearing the way to build either the Ambassador Auditorium or the Mayor's city provided parsonage aka mansion.

It appears to be the Arroyo and the Rose Bowl is under construction.

The Rose Bowl sounds plausible, but I can't imagine that they would still be using horse power to break ground in 1920.

They did use horses to haul dirt when building the Rose Bowl, so that's my guess, too!
